An appraiser who serves as a Hearing Officer or an Arbitrator as allowed by O.C.G.A. §§ 48-5-311(e)(1)(A)(ii) & (iii) and who renders a decision regarding the value of real property in ad valorem tax appeals shall not be construed to be engaged in "real estate appraisal activity" as defined in O.C.G.A. § 43-39A-2(23) and shall not be required to comply with the Standards for Developing and Reporting an Appraisal as required by Rule 539-3-.02 herein.
