Rule 269-1-.05 - Arts Council Development Program

(1) Statutory Basis for Grant Program: O.C.G.A. 50-1225.
(2) General Scope and Purpose of the Grant Program: The general scope and purpose of the grant program is to provide assistance to communities throughout Georgia in organizing and operating arts councils which present programs and services within their community and/or region. The program provides financial support and technical assistance to communities in an effort to strengthen the professional development and coordination of arts programming at the local level. The program provides 60% of the funds necessary to employ professional staff and to provide basic administrative and program costs the first year. In the second year, the Council provides 40%, and in the third year, the grantee must support these basic expenses on its own. (It does become eligible for Arts Grants support at this time however.)
(3) General Terms and Conditions of the Grant: The general terms and conditions of the grant are as follows:
(4) Eligible Recipients of the Grant: Organizations eligible to apply to the Georgia Council for the Arts for funds must be incorporated in the State of Georgia and must be classified by the Internal Revenue Service under Section 501(c)(3) of the IRS Code as nonprofit, tax-exempt organizations to which donations are deductible as charitable contributions under Section 170(c)(2). Public educational institutions and units of local/state government are also eligible to apply.
(5) Criteria for the Award: Applications will be reviewed on the basis of community need and willingness to support the program on a continuing basis, as evidenced by both broad-based community participation and commitment of local financial resources.

All applications and related support material must be delivered to the Georgia Council for the Arts office, or postmarked, two weeks prior to the April or June Council meetings. (Dates for the April and June Council meetings are established at the October and April Council meetings, respectively.) If the deadline falls on a weekend or on a state holiday, applications must be delivered or postmarked by the next business day. Late applications will not be accepted.
