To comply with the federal court's order to provide restitution to the State's citizens through energy and transportation related programs, this program was approved by the U.S. Department of Energy to provide grants to local governments or non-profit agencies for the purpose of maintaining rural gravel roads through the placement of dry hydrants or alternate water resources.
