At least three days prior to the primary or election, a copy of the designating letter issued by the political party, political body, or independent or nonpartisan candidate as specified in O.C.G.A. Section 21-2-408shall be sent by the appropriate authority to the election superintendent of the county or municipality in which the poll watcher is to serve.
