1.1 Pursuant to 7Del.C.§ 6008, any person whose interest is substantially affected by any action of the Secretary may appeal to the Environmental Appeals Board within twenty (20) days after the Secretary has announced the decision.
1.2 The Board has the authority to affirm, modify or reverse the decision of the Secretary.
