Section 6F.82 - Floodlights

Support:

01 Utility, maintenance, or construction activities on highways are frequently conducted during nighttime periods when vehicular traffic volumes are lower. Large construction projects are sometimes operated on a double-shift basis requiring night work (see Section 6G.19).

Guidance:

02 When nighttime work is being performed, floodlights should be used to illuminate the work area, equipment crossings, and other areas.

02A (DE Revision) Floodlights should be placed off the shoulder of the roadway and behind a traffic barrier, if practical. Where a traffic barrier is not available to shield the floodlight, it should be placed off the shoulder and outside of the clear zone.

Standard:

02B (DE Revision) If a floodlight is placed on the shoulder of the roadway or within the clear zone, it shall be delineated with retroreflective TTC devices.

02C (DE Revision) Six (6) drums shall be provided to close the shoulder in advance of each floodlight located within the shoulder.

Guidance:

02D (DE Revision) If a floodlight is placed on the median of a divided roadway and is less than 30 feet from either direction of travel, the floodlight should be delineated with 6 drums in that direction of travel.

02E (DE Revision) Floodlights should be located, to the extent possible, outside of the clear zone or shielded behind a traffic barrier.

Standard:

02F (DE Revision) When floodlights are not being used and if relocation or shielding is not practical, floodlights shall be delineated with a minimum of 6 drums.

02G (DE Revision) All floodlights no longer in use shall be removed from the work area within 48 hours, unless approved by DelDOT Traffic.

03 Except in emergency situations, flagger stations shall be illuminated at night.

04 Floodlighting shall not produce a disabling glare condition for approaching road users, flaggers, or workers.

Guidance:

05 The adequacy of the floodlight placement and elimination of potential glare should be determined by driving through and observing the floodlighted area from each direction on all approaching roadways after the initial floodlight setup, at night, and periodically.

Support:

06 Desired illumination levels vary depending upon the nature of the task involved. An average horizontal luminance of 5 foot candles can be adequate for general activities. Tasks requiring high levels of precision and extreme care can require an average horizontal luminance of 20 foot candles.
