Section 6E.08 - Flagger Stations
Current through Register Vol. 28, No. 3, September 1, 2024
Standard:
01 Flagger stations shall be located such that approaching road users will have sufficient distance to stop at an intended stopping point.
Option:
02 The distances shown in Table 6E-1, which provides information regarding the stopping sight distance as a function of speed, may be used for the location of a flagger station. These distances may be increased for downgrades and other conditions that affect stopping distance.
Guidance:
03 Flagger stations should be located such that an errant vehicle has additional space to stop without entering the work space. The flagger should identify an escape route that can be used to avoid being struck by an errant vehicle.
Standard:
04 Except in emergency situations, flagger stations shall be preceded by an advance warning sign or signs. Except in emergency situations, flagger stations shall be illuminated at night.
Guidance:
Standard:
05 (DE Revision) Except in emergency situations, flagger stations shall be illuminated at night with a minimum average horizontal luminance of 50 lux (5 foot candles).
Support:
06 (DE Revision) A horizontal luminance of 50 lux (5 foot candles) can typically be achieved by a light plant featuring four (4) 1000 watt metal halide light fixtures, positioned within 15 feet of the flagging station at a minimum mounting height of 15 feet.
Guidance:
07 (DE Revision) For flagger operations at night, a minimum of one (1) light plant should be dedicated to the flagger operation. Light fixtures should be positioned so as not to cause glare problems for vehicles approaching from any direction.
Standard:
08 (DE Revision) When grade crossings exist either within or in the vicinity of a TTC zone, lane restrictions, flagging, or other operations shall not create conditions where vehicles can be queued across the tracks. If the queuing of vehicles across the tracks cannot be avoided, a uniformed law enforcement officer or flagger shall be provided at the upstream side of the crossing to prevent vehicles from stopping within the grade crossing, considered to be 50 feet on either side of the closest and farthest rail, even if automatic warning devices are in place.
