Section 36a-1-77 - Advance notice of regulation-making proceedings

(a) Any person or group may file a request with the commissioner for advance notice of regulation-making proceedings. The request shall be clearly titled "Request for Advance Notice of Regulation-Making Proceedings" and shall state in order:
(1) The name of the person or group making
the request;
(2) The address of the
person or group to which responses shall be mailed; and
(3) The date of the request.
(b) The commissioner shall give at least thirty days' notice of the adoption of a regulation in accordance with section 4-168 of the Connecticut General Statutes. The notice shall include:
(1) Either a statement of the terms or of the
substance of the proposed regulation or description sufficiently detailed so as
to apprise persons likely to be affected by the issues and subjects involved in
such proposed regulation;
(2) A
statement of the purpose for which the regulation is proposed;
(3) A reference to the statutory authority
for such proposed regulation; and
(4) The time, place and the manner in which
interested persons may present their views on the proposed regulation, and such
additional information as may be required by law.
