The manufacture of any explosive or small arms ammunition shall be prohibited within the State of Connecticut unless such manufacture is authorized by the State Fire Marshal and is conducted in accordance with recognized safe practices satisfactory to the State Fire Marsal. This shall not apply to hand loading of small arms and ammunition prepared for non-commercial use and not for resale, provided that no more than 50 pounds of smokeless powder and no more than 10,000 primers are kept in a single building. All primers and smokeless powder in such hand loading operations must be kept in their factory containers except those which are placed in the loading device.
