For the purposes of regulations adopted by reference pursuant to Section 29-192 of the Connecticut General Statutes, "authority having jurisdiction" means the Commissioner of Administrative Services. The Commissioner of Administrative Services is the authority having jurisdiction regarding the proper administration, application, interpretation and modification of the requirements contained within sections 29-192-1e to 29-192-6e, inclusive, of the Regulations of Connecticut State Agencies.
