Section 12 CCR 2516-1-27.320 - PROGRAM DEFINITION OF "RURAL AREA"

For the purposes of the program, "rural area" is defined as:

1. A Colorado county with a population of fewer than 250,000 people, or

2. A Colorado city, town, or unincorporated area within Adams, Arapahoe, Boulder, Broomfield, Denver, Douglas, El Paso, Jefferson, Larimer, and Weld counties where:

a. The number of local qualified/certified communication access services providers is insufficient to meet the needs of the consumers in the community due to geographic barriers, and/or b. Requests for communication access are unfilled due to geographic barriers and the need for more readily available service providers.

Requests for exceptions to the above criteria may be reviewed by the program on a case-by-case basis. The definition of "rural area" will be reviewed by the program every three years with input from the Rural Communication Access Services Advisory Council (RCASAC). In addition, county population data will be reviewed every ten years when updated census data becomes available.
