These rules and regulations are adopted pursuant to the rulemaking authority provided in section 26.5-1-105(1)(a), C.R.S., and are intended to be consistent with the requirements of the State Administrative Procedures Act, section 24-4-101 et seq. (APA), C.R.S., and the Anna Jo Garcia Haynes Early Childhood Act, sections 26.5-1-101et seq. (Early Childhood Act), C.R.S.
