Specific Statutory Authority

The specific statutory authority for this rule-making is at section 35-65-401(9)(j), C.R.S., which provides authority to the Colorado State Fair Authority Board of Commissioners to "adopt rules."

Purpose of the Rulemaking

The International Association of Fairs and Expositions National Code of Show Ring Ethics is being added in Article 7 of these rules. The Board decided to add the show ring ethics as a part of the rules because the text is not to voluminous. In addition, the digital location of this document is located behind the IAFE firewall so it is not feasible to incorporate it by reference. Article 8.1 is being amended to remove the requirement for show ring ethics to be included as a part of premium books.
