Any person, including any board, bureau, commission, division, section or officer of the Colorado Department of Agriculture, may petition the Commissioner, Commission, or Board, as appropriate, for a declaratory order to terminate controversies or to remove uncertainties as to the applicability to the petitioner of any statutory provision pertaining to the Department of Agriculture or of any rule or order thereto.
