The provisions of 25-8-202 (1)(b) and (2); 25-8-204; and 25-8-402 C.R.S. provide the specific statutory authority for adoption of these regulatory amendments. The Commission also adopted, in compliance with 24-4-103(4), C.R.S., the following Statement of Basis and Purpose.

BASIS AND PURPOSE:

The temporary modifications addressed in tinis Inearing for segments 12 and 13 of tine Upper Gunnison River, for cadmium and zinc, were previously adopted witin an expiration date of December 31, 1994. For efficient utilization of resources, the Commission has extended the temporary modifications to December 31, 1996, so that these temporary modifications can be considered along with other issues in the overall Gunnison River Basin rulemaking hearing.
