2. Amendment filed 11-20-91; operative 1-20-92
(Register 92, No. 8).
3. Amendment filed 5-6-92 as an emergency;
operative 5-6-92 (Register 92, No. 19). A Certificate of Compliance must be
transmitted to OAL 9-3-92 or emergency language will be repealed by operation of law
on the following day.
