An applicant who does not meet the requirements of Sections 40803, 40804 and 40805, but who is eligible for admission as a first-time freshman on the basis of the admission requirements in effect at the time of the application for admission as an undergraduate transfer, other than the provisions of Section 40759, or who has completed 60 semester (90 quarter) units of transferable college credit, may be admitted to a campus as an undergraduate transfer, if in the judgment of the appropriate campus authority, the applicant can succeed at the campus, and:

(a) The applicant is in good academic standing at the last college attended; and

(b) The admission status will be uniquely identified in the admission process.
