(a) These regulations apply to Environmental Enforcement and Training Grant Program funds, applicants for such funds, and grant recipients.

(b) The regulations in this Article, as required by Penal Code section 14301:

(1) Describe how grants are to be allocated or awarded;

(2) Describe the procedures for applying for Environmental Enforcement and Training grants;

(3) Describe the criteria to be used in determining which applications will be funded; and

(4) Describe the administrative and fiscal requirements governing the receipt and expenditure of Environmental Enforcement and Training grant funds.
