On February 18, 2022, the Central Valley Regional Water Quality Control Board adopted Resolution No. R5-2022-0018 amending the Water Quality Control Plan for the Sacramento River and San Joaquin River Basins and the Water Quality Control Plan for the Tulare Lake Basin (Basin Plans). The State Water Resources Control Board approved the amendment under Resolution No. 2022-0031 on September 7, 2022.

Resolution No. R5-2022-0018 adds definitions for three new beneficial uses to the Basin Plans. The beneficial uses added to the Basin Plans are Tribal Tradition and Culture (CUL), Tribal Subsistence Fishing (T-SUB), and Subsistence Fishing (SUB), as defined in Part 2 of the Water Quality Control Plan for Inland Surface Waters, Enclosed Bays, and Estuaries of California -- Tribal and Subsistence Fishing Beneficial Uses and Mercury Provisions. The Basin Plan amendment does not designate any water bodies with these beneficial uses.
