Section 3946 - Updating Language and Editorial Corrections in the Water Quality Control Plans for the Sacramento-San Joaquin River Basins and for the Tulare Lake Basin

(a) Amendment updates descriptions and references and makes minor corrections to the Basin Plan text. Includes amendments to incorporate new and revised polices adopted by the State Water Resources Control Board.
(b) Amendments incorporate by reference the State Water Board's Water Quality Control Policy for Siting Design, Operation, and Maintenance of Onsite Wastewater Treatment Systems to both Basin Plans. (23 CCR § 2924.)
(c) Amendments to the Water Quality Control Plan for the Sacramento River and San Joaquin River Basin to correct the description of the boundary between the San Joaquin River Basin and the Tulare Lake Basin and correct typographical errors and update Basin Plan language. In addition the amendments incorporate by reference State Water Resources Control Board (State Water Board) policies that are pertinent to the Basin Plan:
(d) Amendments to the Water Quality Control Plan for the Tulare Lake Basin to correct the description of the boundary between the San Joaquin River Basin and the Tulare Lake Basin and correct typographical errors and update Basin Plan language. In addition the amendments incorporate by reference State Water Resources Control Board (State Water Board) policies that are pertinent to the Basin Plan:
1. New section summarizing amendments to basin plans filed 11-6-2003; basin plan amendments adopted by the Central Valley Regional Water Quality Control Board 9-6-2002 per Resolution No. R5-2002-0151 and 10-17-2002 per Resolution No. R5-2002-0151, as clarified and modified by Regional Board Executive Officer memorandum dated July 23, 2003, approved by the State Water Resources Control Board 9-16-2003 per Resolution 2003-0059, approved by OAL and effective per Government Code section 11353 on 11-6-2003 (Register 2003, No. 45).
2. Non-regulatory amendments to the Basin Plans for the Sacramento River and San Joaquin River Basins and the Tulare Lake Basin to provide a cost estimate and identify potential sources of financing for a long-term irrigated lands regulatory program filed 12-17-2012; amendment adopted 10-13-2011 by Central Valley Regional Water Quality Control Board Resolution No. R5-2011-0075; approved July 17, 2012 by State Water Resources Control Board Resolution No. 2012-0038; approved by OAL 12-17-2012 pursuant to Government Code section 11353 (Register 2012, No. 51).
3. Amendments to basin plans filed 1-5-2015; amendments approved by State Water Resources Control Board 9-9-2014 pursuant to Resolution Nos. 2014-0046, 2014-0047 and 2014-0048; amendments approved by OAL pursuant to Government Code section 11353 on 1-5-2015 (Register 2015, No. 2).
4. Nonsubstantive amendments to the Basin Plans for the Sacramento River and San Joaquin River Basins and the Tulare Lake Basin to reformat to a single column format, add numbered section headings, reformat paragraph numbering, reformat tables and figures, reformat internal cross references, reformat Appendices, and correct typographical errors filed 5-24-2018; amendments adopted 10-20-2017 by Central Valley Regional Water Quality Control Board Resolution No. R5-2017-0106; approved 2-6-2018 by State Water Resources Control Board Resolution No. 2018-0005; approved by OAL pursuant to Government Code section 11353 on 5-24-2018 (Register 2018, No. 21).
