On July 14, 2016, the Regional Water Quality Control Board, Los Angeles Region (Los Angeles Water Board) adopted Resolution No. R16-005 to incorporate stakeholder-developed groundwater quality management measures for salts and nutrients in the Malibu Valley Groundwater Basin of Los Angeles County. The State Water Resources Control Board approved the amendment under Resolution No. 2017-0022, on April 19, 2017.

Resolution No. R16-005 amends the Los Angeles Region's Basin Plan by incorporating stakeholder-developed groundwater quality management measures for salts and nutrients in the Malibu Valley Groundwater Basin in Los Angeles County into Chapter 8 "Groundwater Quality Management -- Sustainability and Basin-specific Protection of Groundwater". The stakeholder-developed management strategies for salt and nutrients are designed to maintain water quality that is protective of beneficial uses by managing salt and nutrient loading to the basin, preserve capacity for stormwater recharge, address elevated salt concentrations and curtail impacts from seawater intrusion. These are voluntary measures that will be applied in conjunction with already existing water quality protection measures in the planning area (e.g. TMDLs and prohibition on onsite wastewater treatment system discharges).
