Section 3939.10 - Total Maximum Daily Load and Site-Specific Objectives for Chloride in the Upper Santa Clara River

(a) The Los Angeles Regional Water Quality Control Board (Regional Board) adopted under Resolution Nos. 02-018 in October 2002, 03-008 on July 10, 2003, 04-004 on May 6, 2004, and revised under Resolution No. 06-016 on August 3, 2006 a Total Maximum Daily Load (TMDL) for Chloride in the Upper Santa Clara River. The TMDL specifies concentration-based targets for chloride and waste load allocations for the Santa Clarita Valley Sanitation District (SCVSD) Saugus and Valencia Water Reclamation Plants (WRPs), which must be fully attained 11 years after the effective date of the TMDL. The August 6, 2006 revisions to the implementation plan for the TMDL added tasks to begin the planning process to construct appropriate treatment facilities at the WRPs to meet the TMDL. The TMDL included subsequent tasks, such as development of site specific objectives (SSOs), development of the antidegradation analysis, development of a preplanning report on conceptual measures to meet different hypothetical final waste load allocations, and preparation and consideration of a Basin Plan Amendment to revise the chloride objective by the Regional Board.
(b) On December 11, 2008 the Regional Board adopted Resolution No. 08-012, which modified the regulatory provisions of the Water Quality Control Plan for the Los Angeles Region (Basin Plan) by:
(c) On October 9, 2014 the Regional Board adopted Resolution No. 14-010, which amended the Basin Plan by deleting the conditional SSOs and waste load allocations for chloride and interim waste load allocations for sulfate and TDS adopted under Resolution No. 08-012 to support the AWRM program. The Basin Plan amendment (1) provides a four-year extension of the TMDL compliance deadline to July 2019 with specific compliance measures that must be achieved by SCVSD during the four-year extension; (2) incorporates a three-month rolling averaging period for chloride water quality objectives in Reaches 4B, 5 and 6 of the USCR; and (3) incorporates new conditional SSOs for chloride in Reaches 5 and 6 of the USCR. The State Water Resources Control Board approved the Basin Plan amendment on December 16, 2014 in Resolution 2014-0069.
