(a) A grant to a clinic shall be awarded on the following bases:
(1) It is needed to
maintain the current level of services and operation.
(2) It is needed to maintain a clinic that
has cut back services due to lack of available resources (including but not
limited to staff).
(3) It is needed
to maintain the extent to which the clinic serves a medically underserved
and/or high risk population which has limited access to health care
services.
(4) It is needed to
maintain the clinic's long-term prospect for financial
stability.
(b) A grant to an association of clinics shall be awarded on the following bases:
(1) It is needed to stabilize the health care
operations of primary care clinics.
(2) It is needed to support a long-term plan
for financial stability of the association members.
