Article 1 - Definitions
Section 40521 - Underserved Population Groups

"Underserved population groups" means:
(a) Those persons residing in one of the following areas:
(1) Medically underserved
area (MUA) as designated by the Secretary of the Department of Health and Human
Services, United States Government.
(2) Critical Health Manpower Shortage Area
(CHMSA) as designated by the Secretary of the Department of Health and Human
Services, United States Government.
(3) Primary Care Physician Shortage Area
(PCPSA) as designated by the California Health Manpower Policy
Commission.
(4) A census tract with
morbidity and mortality rates that indicate high risk factors which establish
the health status as below that of the majority population.
(b) Those persons who have the following characteristics as designated by the Director:
(1) Persons who lack private third-party
insurance and are unable to qualify for care under Medi-Cal or Medicare;
or
(2) Persons whose insurance
coverage does not provide payment for all primary care services rendered by the
clinic.
(3) Persons who have no
primary care providers willing to accept new patients who are Medi-Cal or
Medicare-eligible persons.
(4)
Persons who live within a census tract, located in the county where the clinic
is licensed to deliver services, which has insufficient primary care providers
capable of meeting the linguistic, ethnic, cultural, physical, economic and
social needs of a population.
