The Secretary of State will certify in writing any applicant whom the Secretary of State determines to be capable of manufacturing or finishing ballot cards or unfinished ballot cards pursuant to California Elections Code, these regulations, and the ballot printing specifications certified with each respective voting system.

1. Amendment of section heading, section and NOTE filed 3-26-2013; operative 7-1-2013 (Register 2013, No. 13).
2. Renumbering of former section 20226 to section 20229 and renumbering of former section 20223 to section 20226, including amendment of section heading and section, filed 1-11-2018; operative 1-11-2018 pursuant to Government Code section 11343.4(b)(3) (Register 2018, No. 2).
