Manufacture means a process used to create unfinished ballot cards from ballot paper to be used in California elections.

1. Renumbering of former section 20213 to section 20215 and renumbering former section 20211 to section 20213, including amendment of section and NOTE, filed 3-26-2013; operative 7-1-2013 (Register 2013, No. 13).
2. Renumbering of former section 20213 to section 20215 and new section 20213 filed 1-11-2018; operative 1-11-2018 pursuant to Government Code section 11343.4(b)(3) (Register 2018, No. 2).
