Section 18406 - Short Form for Candidates or Officeholders Who Receive and Spend Less than $2,000 in a Calendar Year

(a) A candidate or officeholder who plans to receive contributions of less than $2,000 and who plans to make expenditures of less than $2,000 in a calendar year may file a short form campaign statement for that calendar year. The period covered by the short form is the calendar year. No other campaign statements must be filed by a candidate or officeholder who has filed the short form campaign statement for activity in the calendar year unless the candidate or officeholder receives $2,000 or more in contributions or makes $2,000 or more in expenditures.
(b) A candidate who files a short form campaign statement in connection with an elective office, covering the calendar year in which the candidate's name will appear on the ballot, with a declaration of candidacy, as a pre-election statement pursuant to Section 84200.5, or as a semi-annual campaign statement pursuant to Section 84200 for the period ending June 30, and subsequently receives monetary or non-monetary contributions totaling $2,000 or more or makes expenditures totaling $2,000 or more prior to the election shall send written notification to the Secretary of State, the local filing officer with whom the candidate is required to file the original campaign statements, and each candidate contending for the same office, as follows:
