Unless a power of attorney has been furnished pursuant to Section 1898.6, each promissory note pledged to secure state deposits shall be endorsed to the Treasurer. The endorsement shall be signed by two individuals authorized by resolution of the bank or association to execute such instruments. The form of the endorsement should be as follows:
PAY TO THE ORDER OF THE TREASURER, STATE OF CALIFORNIA, WITHOUT RECOURSE.
