(a) For award based on low price, the minimum incentive is one percent (1%) with or without a cap. Use of a higher incentive percentage not to exceed five percent (5%) is allowed for a solicitation based upon the need to meet participation goals. For each solicitation, awarding departments' highest ranking executive or designee may elect to place a cap of not less than one-hundred thousand dollars ($100,000) on the incentive and/or a cap of not less than one-hundred thousand dollars ($100,000) for all combined incentives and preferences.

(b) For award based on high score, the incentive shall be no less than one percent (1%) but not exceed five percent (5%) of total possible available points. The incentive does not include points for socioeconomic incentives or preferences.
