(a) An employee appointed to work in an overseas trade office may be provided benefits equivalent to those of state employees excluded from collective bargaining. Where the laws of the host country require additional or different benefits, those benefits must be provided. However, a benefit not required by the host country does not have to be provided if the approximate cost of that benefit is used to offset the cost of providing required benefits. In addition, an employee may choose, instead, to purchase benefits such as health and dental insurance available in the host country and receive reimbursement of the expense not to exceed the current state employer's contribution.
(b) The director of an overseas trade office may:
