An excluded employee is defined in section 599.615(b) of these regulations.

(a) Upon the request of appointing powers, the Department may establish, for excluded employees, health and safety incentive award programs comparable to those negotiated for subordinate, represented employees. Such requests shall include a statement of the purpose of the program, the employees and/or classifications eligible for participation, the award criteria and the type and number of awards to be presented.
