Service qualifying for seniority pursuant to Government Code section 19997.4 shall be the types of compensated service described under subsections a, b, c, d, e, f, g, h, i, k, l and m of section 4, article VII, of the State Constitution; provided that California State University system student employment that is not qualifying for benefits, or student employment in the University of California system that is less than one-half time, shall not be qualifying for seniority credit; and, provided further, that service under subsection k shall be qualifying only when military service is in connection with employment by the California Military Department.

Unless otherwise provided by the Department, only that exempt service which can be fully verified for seniority purposes from official records shall be qualifying for seniority.
