(a) For the purposes of this Article, the following definitions apply.

(1) "British Thermal Unit" or "Btu" means the quantity of heat required to raise the temperature of one pound of water by one degree Fahrenheit at about 39.2 degrees Fahrenheit.

(2) "Carbon dioxide" or "CO2" means the most common of the six primary greenhouse gases, consisting on a molecular level of a single carbon atom and two oxygen atoms.

(3) "Carbon dioxide equivalent" or "CO2e" means the number of metric tons of CO2 emissions with the same global warming potential as one metric ton of another greenhouse gas when calculated using the individual global warming potentials as specified in the "global warming potential" definition of this Article.

(4) "Global warming potential" or "GWP" means the ratio of the time-integrated radiative forcing from the instantaneous release of one kilogram of a trace substance relative to that of one kilogram of a reference gas (i.e., CO2). For 2011 through 2020 data years, the GWP values used for emissions estimation and reporting are as specified in Table A-1 to Subpart A of Title 40, Code of Federal Regulations Part 98 as published to the Federal Register on October 30, 2009, which is hereby incorporated by reference. For data years 2021 and onward, the GWP values are as specified in the Table A-1 to Subpart A of Title 40 Code of Federal Regulations Part 98 as published to the Federal Register on December 11, 2014, which is hereby incorporated by reference.

(5) "Greenhouse gas" or "GHG" means carbon dioxide (CO2), methane (CH4), nitrous oxide (N2O), sulfur hexafluoride (SF6), hydrofluorocarbons (HFCs), perfluorocarbons (PFCs), and other fluorinated greenhouse gases.

(6) "Megawatt-hour" or "MWh" means the electrical energy unit of measure equal to one million watts of power supplied to, or taken from, an electric circuit steadily for one hour.
