CALPIA may conduct drug, alcohol and substance testing for employees appointed to designated sensitive positions under the following circumstances:

(a) Pre-employment.

(b) Reasonable Suspicion: CALPIA will conduct reasonable suspicion drug testing when there is reasonable cause to suspect an employee appointed to a designated sensitive position of use of a prohibited substance or impairment due to the use of drugs, alcohol or impairing substances.

(c) Post-Accident: An employee appointed to a designated sensitive position involved in an on-the-job accident or injury exhibiting factors giving rise to reasonable suspicion of the use or influence of drugs or alcohol in the accident or injury event may be required to submit to a drug and/or alcohol test. Involved in an on-the-job accident or injury includes not only the one who was or could have been injured, but also any employee who potentially contributed to the accident or injury event in any way.

(d) Return-to-duty for commercial drivers pursuant to 49 CFR Part 40.

(e) Follow-up on previous testing which is an unannounced test for employees undergoing counseling or rehabilitation for drugs, alcohol and substance use.

(f) Random tests for commercial drivers.
