(a) Within the scope of their assigned duties, employees are encouraged to consult an incarcerated person's central file for assistance in better understanding the incarcerated person. The contents of the incarcerated person's file are private and privileged information. It will not be discussed with other persons except as is necessary for professional reasons, and will not be the subject of banter between employees or between employees and the incarcerated person to whom it pertains or with other incarcerated persons. Information in an incarcerated person's central file may be confidential by law or for reasons relating to institution security and the safety of persons. Such confidential or restricted information must not be disclosed to persons who are not authorized by law and departmental policy and procedures to receive such information.

(b) The central file of a supervised person or an incarcerated person may not be removed from the appropriate case records office or an institution without the prior knowledge and approval of the supervising records officer who is responsible for the control and maintenance of the file. Temporary transfer of a central file to another agency for any reason also requires the prior approval of the supervising records officer.
