Employees who supervise incarcerated or supervised persons must have training in physical controls, use of restraint equipment, and keep themselves in good physical condition. In addition, all employees who supervise incarcerated persons must have training designed to give them knowledge of emotional disturbances common to incarcerated and supervised persons, and understanding of their own feelings, and the use of such knowledge in ways which will minimize the need for the use of physical force. Batons may be carried only as specifically authorized by the Secretary.
