Section 3237 - Incarcerated Person Membership in Outside Organizations

(a) Incarcerated persons may obtain and retain membership in outside organizations and associations provided such membership does not threaten facility security or the safety of staff, incarcerated persons, or the public; and creates no financial burden on the state.

(b) An incarcerated person's membership in an outside organization shall not entitle any member to conduct the organization's activities within a facility, or to incarcerated members in department or facility matters, except as specifically approved by the institution head or the director.

(c) Unless such an act would jeopardize facility security or safety of persons, incarcerated members of outside organizations shall be permitted to possess membership cards and to wear membership buttons and lapel pins of such organizations. The official denying such items shall provide the affected incarcerated persons with written notice of the reasons for the denial.
