Each warden or head of a correctional facility shall prepare and maintain a plan of operation for the sending and receiving of mail for all incarcerated persons housed in the facility. Procedures of the correctional facility shall conform to the policies, regulations and the provisions of law made reference to and shall apply to all incarcerated persons of the facility. Correctional staff shall promptly inform each newly received incarcerated person of all department regulations and local procedures governing incarcerated person mail.
