(a) No books or other reference material shall be removed from an incarcerated person library without the librarian's authorization.
(b) Books or other library material checked out to an incarcerated person shall not be loaned to or borrowed by another incarcerated person, and shall be returned to the library as required.
(c) Incarcerated persons whose checked out library material is lost, damaged, or stolen shall be subject to disciplinary actions and may also be charged for the costs of repair or replacement of the material and may be denied or have restrictions placed upon their library privileges.
