(a) The institution head or their designee may authorize loans from the Incarcerated Welfare Fund (IWF) to help indigent incarcerated persons, as defined in Section 3000, purchase materials for their initial or continued participation in the handicraft program. The institution head or their designee shall establish a limit on the dollar amount of IWF loans. A hold for the amount of the loan shall be placed on the trust account of such an incarcerated person until the loan is fully repaid.
