Section 11990 - Amendments to Suisun Marsh Local Protection Program

1. On June 17, 1999, the San Francisco Bay Conservation and Development Commission approved Resolution No. 99-02, certifying amendments to Solano County's Local Protection Program component to:

(a) allow wetland restoration and enhancement of diked former tidal marsh within the Collinsville water-related industry reserve area;

(b) assure that any restoration or enhancement project be planned and carried out in a manner that would not preclude development of a marine terminal on the deep water frontage needed for water-related industry or port development; and

(c) not preclude development of a transportation connection between the shoreline and the upland area for water-related uses.

2. On March 7, 2019, the San Francisco Bay Conservation and Development Commission approved Resolution No. 19-03, certifying amendments to Solano County's component of the Suisun Marsh Local Protection Program to:

(a) incorporated updates to the Solano County General Plan including new land use descriptions applied to Suisun Marsh, consolidation of all General Plan policies addressing the Marsh, and new standards and requirements regulating sewage disposal in the Marsh;

(b) amend Biologic Resources findings, Wildlife Habitat Management and Preservation policies, and Agriculture policies;

(c) amend Water Quality findings and policies;

(d) amend Utilities, Facilities, and Transportation findings and policies; and

(e) amend Scenic Resources policies.

3. On March 17, 2022 the San Francisco Bay Conservation and Development Commission approved Resolution No. 2022-01, which conditionally certified amendment of the Suisun Resource Conservation District component of the Suisun Marsh Local Protection Program by:

(a) updating 124 individual management plans with up-to-date science and adaptive management approaches;

(b) providing updated maps of water management infrastructure; and

(c) retaining enforceable standards designed to protect wildlife and natural resources in regard to water management practices in Suisun Marsh.

3. Change without regulatory effect amending section heading and section filed 8-31-2020 pursuant to section 100, title 1, California Code of Regulations (Register 2020, No. 36).
4. Change without regulatory effect amending chapter heading, section heading and NOTE and relocating appendices A-F and H-N from chapter 17 to chapter 24 and relocating Appendix G from chapter 10 to chapter 24 filed 12-31-2020 pursuant to section 100, title 1, California Code of Regulations (Register 2021, No. 1). (OAL review extended 60 calendar days pursuant to Executive Order N-40-20.)
5. New subsection 3, summarizing amendments to Suisun Resources Conservation District component of the Suisun Marsh Local Protection program adopted by Resolution No. 2022-01, filed 5-9-2023; regulatory provisions approved by OAL and operative 5-9-2023 pursuant to Government Code section 11354.1 (Register 2023, No. 19).
