(a) The local government or governing authority may withdraw its submission of the land use plan or LRDP at any time up to the commencement of the vote on any portion of the land use plan or LRDP. Upon such a request, the submission shall be considered withdrawn and removed from Commission consideration. The local government or governing authority may resubmit the land use plan or LRDP. The Commission shall reschedule the resubmittal at a time when it can be reviewed without adversely affecting previously scheduled LCPs or LRDPs.

(b) The Commission may postpone action on the land use plan or LRDP at any time prior to commencement of the vote on any portion of the land use plan or LRDP if it finds that such postponement will not unduly hinder the participation of the public in the deliberations of the Commission and would not result in the action of the Commission taking place after the 90-day time limit specified in Public Resources Code Section 30512 unless the local government or governing authority waives in writing its right to action within that 90-day limit.

(c) The Commission may for good cause extend any time limits within this subchapter for a period not to exceed one year after consultation with the affected local government by a majority vote of the commissioners present.
