(a) The following actions shall first require amendment of a Fishery Management Plan (FMP):
(1) change to a management
objective;
(2) change of species in
the management plan;
(3) change in
the definition of an overfished stock as defined in the FMP;
(4) amendment to any procedure required by
the FMP; and
(5) revision to any
management measure which is fixed in the FMP.
