Article 2 - Cfars Reporting of Unserialized Firearms or Firearm Precursor Parts Pursuant to Section 29180

(a) The application to request a unique serial number shall be filed electronically using the Department's California Firearms Application Reporting System (CFARS), at the following website: https://cfars.doj.ca.gov/login.
(b) Applications shall be submitted before manufacturing or assembling the firearm, including a completed frame or receiver. Any person who owns a firearm or firearm precursor part shall apply no later than January 1, 2024, or if a new resident of the state, within 60 days after arriving in the state with a firearm or firearm precursor part that does not have a valid state or federal serial number or mark of identification.
(c) Notwithstanding subdivision (b), instead of applying for a unique serial number persons subject to these regulations may transfer, surrender, or sell their unserialized firearm or firearm precursor part to a law enforcement agency, or transfer or sell their unserialized firearm or firearm precursor part to a federally licensed firearms manufacturer, importer, or any other federal licensee authorized to serialize firearms.

4. New subsection (b), subsection relettering
and amendment of newly designated subsection (c) refiled 7-1-2019 as an emergency;
operative 7-1-2019 (Register 2019, No. 27). A Certificate of Compliance must be
transmitted to OAL by 9-30-2019 or emergency language will be repealed by operation
of law on the following day.
5. New subsection (b), subsection
relettering and amendment of newly designated subsection (c) refiled 9-26-2019 as an
emergency; operative 10-1-2019 (Register 2019, No. 39). A Certificate of Compliance
must be transmitted to OAL by 12-30-2019 or emergency language will be repealed by
operation of law on the following day.
6. Certificate of Compliance as to
9-26-2019 order, including further amendment of subsection (b), transmitted to OAL
12-27-2019 and filed 1-28-2020; amendments operative 1-28-2020 pursuant to
Government Code section
11343.4(b)(3)

7. Renumbering and amendment of former article 5
to article 2 and amendment of section and NOTE filed 5-31-2023; operative 5-31-2023.

submitted to OAL for filing and printing only pursuant to Government Code section
11343.8
