Article 1 - General
Section 5507 - Persons Subject to these Regulations

This Chapter applies to the following:
(a) An individual who owns a firearm or firearm precursor part that does not have a valid state or federal serial number or mark of identification; and
(b) An individual who intends to manufacture or assemble a firearm, including a completed frame or receiver, that does not already have a valid state or federal serial number or mark of identification imprinted on the frame or receiver; and
(c) A new resident to the state who owns and wishes to possess in the state a firearm or firearm precursor part that does not have a valid state or federal serial number or mark of identification.

No. 21).
2. Amendment of subsection (b), new subsection (c) and amendment
of NOTE filed 12-28-2018 as an emergency; operative 1-1-2019 (Register 2018, No.
52). A Certificate of Compliance must be transmitted to OAL by 7-1-2019 or emergency
language will be repealed by operation of law on the following day.

Amendment of subsection (b), new subsection (c) and amendment of NOTE refiled
7-1-2019 as an emergency; operative 7-1-2019 (Register 2019, No. 27). A Certificate
of Compliance must be transmitted to OAL by 9-30-2019 or emergency language will be
repealed by operation of law on the following day.
4. Amendment of
subsection (b), new subsection (c) and amendment of NOTE refiled 9-26-2019 as an
emergency; operative 10-1-2019 (Register 2019, No. 39). A Certificate of Compliance
must be transmitted to OAL by 12-30-2019 or emergency language will be repealed by
operation of law on the following day.
5. Certificate of Compliance as to
9-26-2019 order, including further amendment of subsection (c), transmitted to OAL
12-27-2019 and filed 1-28-2020; amendments operative 1-28-2020 pursuant to
Government Code section
11343.4(b)(3)
(Register 2020, No. 5).
6. Repealer of former article 2 heading,
renumbering of former section 5507 to section
5506 and renumbering and amendment of
former section 5509 to section 5507 filed 5-31-2023;
operative 5-31-2023. Exempt from APA pursuant to Statutes 2022, chapter 76 (AB
1621), section 39, and submitted to OAL for filing and printing only pursuant to
Government Code section
11343.8
(Register 2023, No. 22).
