(a) The chair of the board, or vice-chair of the board in the absence of the chair, shall conduct board hearings.

(b) The chair of the board may take necessary actions designed to ensure the proceedings of the board are conducted in a fair and orderly manner, consistent with its obligations under the Bagley-Keene Act to permit public access to the proceedings of the board. Such actions may include, placing reasonable limitations on the time for public comment and preventing outbursts and disruptions that do or would tend to interfere with the proceedings.

(c) In carrying out its duties pursuant to Penal Code section 13510.85(a)(4), the board may conduct deliberations in closed session.

(d) A copy of the board's written decision issued to pursuant to Penal Code section 13510.85(a)(4) shall be provided to:

(1) The Commission,

(2) The division, and

(3) The involved peace officer or designated representative.
