Section 5411 - Projects Generally

(a) Grant funding shall only be available for expenses incurred, including allowable overhead costs, in connection with a project that receives matching contributions from one or more private sector participants. Grant funds shall not be used to reimburse any costs incurred pursuant to any contract or subcontract for services with respect to a for-profit entity.

(b) The application shall indicate that no less than 90% of project activities will be performed in California, with the following exceptions:

(1) work necessary to comply with federal subcontracting statutes, regulations or policies, and

(2) performance of a necessary test or procedure where the facilities for such a test or procedure are not available in California.
