(a) Not less than one business day before an applicant is issued a license, such applicant shall file with the Commissioner an application for the issuance of such license. Such applicant shall state the date on which the applicant proposes to commence transacting in the State of California the business of money transmission, and shall be accompanied by the fee prescribed in Financial Code Section 374.

(b) An applicant may commence transacting in the State of California the business of money transmission on or after the date on which a license is issued to such applicant.
