MR. LITTLE: Today is Monday, October 12, 1998.
This is a meeting of the State Board of Barber Examiners -- a public meeting specifically called to receive comments from the public concerning a proposed price structure change, and everybody, I believe, has been handed a copy of the proposed changes.
Do any of you feel that there's any need to go over these? Do you understand what you have in your hand?
There's no one here but Board members today. No member of the public is here to have a comment.
Charlie, do you want to go through them?
Ms. Bell, do you think it's necessary to go through each one of them? Everybody has a copy.
MS. BELL: No, sir, I don't believe there is.
For the purposes of the record we might provide the court reporter with a copy as an exhibit.
MR. LITTLE: We've done that.
[The document referred to was marked as Board 's Exhibit No. 1 for identification.]
MS. BELL: Alright. I don't think there'd be any need, especially since there's no questions.
MR. LITTLE: Is there any comment from any of the Board members?
[No response.]
MR. LITTLE: Anything anyone would want to ask?
[No response.]
MR. LITTLE: We've gone over and over and over this.
MR. KIRKPATRICK: Yes, we have.
MR. LITTLE: Okay, then there are some other things that we wanted to consider.
MR. KIRKPATRICK: You'll probably need to --
MS. CAMPBELL: We need to make a motion.
MR. KIRKPATRICK: -- make a motion.
MR. FRENCH: I'll make a motion that we accept it as it's written.
MS. CAMPBELL: I'll second.
MR. LITTLE: Okay, a motion's made by Mr. French and seconded by Shari Campbell.

MR. LITTLE: Those in favor of the motion please say aye.
MR. FRENCH: Aye.
MR. WINSTEAD: Aye.
MS. CAMPBELL: Aye.
MR. LITTLE: Those opposed.

MR. LITTLE: Hearing none, then the mot ion carries. Now, I think, Charlie, you had asked the attorney to research a couple of other items. do you want to bring them up now or do you want to --
MR. KIRKPATRICK: Well, you might just wait until we get--
MR. LITTLE: Let us have just a few comments off the record and then we'll get back on the record.

Okay, it's in order for someone to make a motion that we --
MR. WINSTEAD: Make a motion and I'll second it.
MR. LITTLE: Welly I can't make a motion. Somebody else has to make the motion.
The motion concerns keeping animals out of the shop.
MR. KIRKPATRICK: And reptiles.
MR. LITTLE: And reptiles.
MR. FRENCH: I'll make a motion that we keep animals and reptiles out of the shop.
MR. WINSTEAD: And I'll second that motion. I'm Homer Winstead.
MR. LITTLE: Any other discussion about it?
[No response.]
MR. LITTLE: Those in favor say aye.
MR. WINSTEAD: Aye.
MS. CAMPBELL: Aye.
MR. FRENCH: Aye.
MR. LITTLE: Opposed.

MR. LITTLE: Okay, the motion carried.
Then the next motion would be concerning the things we discussed about fines. We'd be able to fine people on the spot if they choose not to come to a hearing.
MS. BELL: If they waive a hearing, right.
MR. LITTLE: If they waive a hearing, they can pay a fine in lieu of coming to a hearing. We need a motion to that effect.
MS. CAMPBELL: I'll make a motion.
MR. LITTLE: A second?
MR. FRENCH: I'll second it.
MR. LITTLE: Any discussion on the motion and the second?

MR. LITTLE: All those in favor say aye.
MS. CAMPBELL: Aye.
MR. WINSTEAD: Aye.
MR. FRENCH: Aye.
MR. LITTLE: Opposed.

MR. LITTLE: Do we need a motion on the barber poles?
MR. KIRKPATRICK: We need a motion that we trademark them.
MR. LITTLE: Okay, then a motion to trademark the barber pole is in order.
MS. CAMPBELL: I'll make a motion to have the trademark.
MR. LITTLE: I need a second.
MR. WINSTEAD: I'll second it.
MR. LITTLE: Mr. Winstead seconded.
