Changes adopted by the Arts Council at the annual policy and review meeting (July 20 & 21, 1990) affecting the FY92 grant award process.

COUNCIL ACTION:

1. The designation GOS III shall apply to organizations applying for general operating support, which have an operating budget of less than $100,000. These organizations had previously been referred to as general operating support applicants applying under program support. All other criteria for eligibility for general operating support continue in effect.

This is only a change in name and does not change the status of the affected organizations.

2. The category of General Operating Support shall be expanded to include all program activities of the applicant organization. The Arts in Education Program and the Professional and Organizational Development Program would continue to require separate applications.

This change relieves the applicant organizations from the necessity of submitting multiple applications for programs occurring within the same grant period. This action in no way limits or restricts the access of any applicant organization to the grant programs of the Council.

The Program Support category would be available for applicant organizations which do not meet the GOS criteria or for those organizations which are not applying for general operating support.

3. The review panels which evaluate the grant applications for the general grant award process shall continue as currently constituted. In an effort to insure fairness, the scoring process will be - changed to eliminate the high and low score given each application at the conclusion of the review by the panel. This adjustment would only occur for those panels composed of at least six voting members.

4. The application forms for general operating support shall be modified to permit the applicant organizations to report their proposed budget in the same format as their current operating budget.

5. Funding recommendations proposed by the individual council members at the annual funding meeting shall be made in the general session. This action would eliminate the interim panel meetings which are not fully accessible to the public.
